The checker is designed to turn legal requirements into practical preparation steps without claiming to replace country-specific legal advice.
Assessment unit: legal employer × country
Each legal employer is assessed separately because headcount thresholds, national implementation and reporting dates can differ between entities in the same group.
Result classifications
The report avoids a binary “compliant” badge because answers are self-reported and national laws continue to evolve.
The answer supplied appears consistent with the baseline requirement.
A material gap appears to require immediate attention.
A process or control should be introduced or improved.
The duty may be future-dated, but preparation should begin.
The EU baseline may be changed or supplemented by national legislation.
EU baseline and national overlays
The questionnaire remains stable. Versioned country rule packs override thresholds, dates, exemptions and legal-status notes only after verification.
Primary legal source
The baseline logic is derived from Directive (EU) 2023/970, particularly Articles 4 to 10. Country packs should cite official national legislation and record their last verification date.
